Your best bet may be to go into the Forms & Templates folder. Go into the "Browse" tab and right click in the folder you want the template to go into. There's an option for New or Import templates.
If you want to use the "New Document" box instead, I think you'll need to click the dropdown button by "Select Document Type". Another option might be to right click on one of the existing templates, say "letter" and select duplicate and edit.
