It sounds like you might need the "special fee" option. You can set special billing rates for specific timekeepers on a matter. I usually do it individually because it varies from partner to associate to paralegal, but I think you can set a single rate for all timekeepers regardless of their position.

It is handy, especially if you increase timekeeper rates at the beginning of the year and you want to keep some clients at the prior year's rates but don't want to have to manually change every time entry to the old rate.
