I need to send a consultation invoice, but we haven't opened a matter yet for this person. Is it possible to create an invoice without a matter?

You are not able to create an invoice without a matter. You will have to create a matter, create time/fees within the matter for the client and then create an invoice.
We recommend creating the matter for the client so you will have the basic client / matter info for the purposes of future conflict of interest checking.

We created a generic "Consultation" matter for random people who come in for a consultation. That way we can bill them without creating a new matter for someone we'll likely never see again.
